Tourism Ireland brings Chinese tour operators to Offaly to show Chinese tour operators other Irish destinations. If people don't know already, you will see what Chinese called "duckie tour groups" as they all follow the tour guide like a flock of ducks. These tours are quite popular with the Chinese. Plus the short stay visa waiver introduced by the Irish government earlier this year, Tourism Ireland hopes this will encourage more Chinese to come and visit Ireland.
