"Chinese Hub" in Co. Westmeath

A Chinese hub in Co. Westmeath, will this take off? It was proposed last year and backed by then Taoiseach Brian Cowen, and I just saw this article in the Independent that developers are seeking planning permission for €1.9 billion development. And the thing that caught my eye was that they haven't any contracts with China yet. Some recent online forum discussions about it:-
